Under the new Credit Card Regulation can a company charge you a fee for scheduling a payment same day?

I’ve read all about the new rules and I know the companies have to give you a reasonable amount of time to process the payment same day and if your due date falls on a weekend or holiday then it gets pushed to the next business day, but I can’t find anything stating if it’s legal for the company to charge a fee for a payment scheduled same day. It seems counter-intuitive to the new rule if you have to pay a fee to do it, but we have all seen what has happened from the new regulations.

You have to pay for premium services like expedited payments or payments that involve customer support.
